Well the first thing you should do is make sure to keep it clean. Often times redness and irritation may be caused by simple bacteria. I'm not sure what "a lack of usual semen" means.
If the problem persists you and your partner should get tested. And every person who is sexually active should get tested at least once a year as well. It could be nothing to a hundred different things.
